Ministry of Community Empowerment Organizes the Zero Bureaucracy Lab in the Third Sector

As part of its commitment to implementing the Zero Bureaucracy Program launched by the UAE Government to simplify and streamline government transactions, the Ministry of Community Empowerment has organized the Zero Bureaucracy Lab in the Third Sector. The aim of this Lab is to highlight the Ministry’s transformation journey, showcase progress achieved across sector departments by comparing services before and after their automation, and introduce the services scheduled for zeroing procedures in the upcoming phase.

The lab, led by the Ministry’s Zero Bureaucracy team, featured a review of key services in the Third Sector, along with the streamlining measures applied within the main departments and core services. It also comprised a detailed breakdown of processes, procedures, and steps linked to services nominated for zeroing, followed by a voting session to decide on the final list of services to be streamlined in the sector.
The lab started with the visit by H.E Aisha Yousef, Undersecretary of the Ministry of Community Empowerment, who commended the efforts of those working in the third sector. The Lab featured a presentation highlighting the services whose procedures had been streamlined, with a comprehensive comparison of the previous processes and their duration versus the current simplified steps, highlighting the time and effort saved.
The presentation covered the Licensing Department, the Social Impact Department, the Supervision and Follow-up Department, and the Financial Oversight and Supervision Department. Each department outlined the procedures they implemented to simplify operations and reduce the time and effort required from both customers and the relevant departments. The Lab also featured open discussions and practical ideas from participants, contributing to accelerating the journey of streamlining procedures and enhancing service efficiency.
The lab concluded by emphasizing the importance for all participants to document the zero-bureaucracy procedures within their areas of responsibility. This included detailing processes in both their previous and current states, specifying the steps, the time required for each service, as well as the documents and requirements involved. 
The outcomes of the Lab resulted in the preparation of a list of processes to be included in the current cycle of the Zero Bureaucracy Program.
