The Ministry of Community Empowerment launched 3 qualitative national digital initiatives during its participation in 'GITEX Technology Week 2025' at the Dubai World Trade Centre. These initiatives aim to enhance digital transformation in the non-profit organizations (NPOs) and social work sector across the UAE, in cooperation with its partners from federal and local government entities.
Bakhit Al Jarn, Chief Executive Officer of Artificial Intelligence and Director of Digital Transformation at the Ministry, affirmed that these initiatives represent a key pillar in the ongoing development of the non-profit organizations sector, aligning with the nation’s vision toward a fully digital government and zero bureaucracy.
Al Jarn emphasized that the new initiatives enhance efficiency, transparency, and compliance with international standards — particularly in combating money laundering and the financing of terrorism.

The first initiative, according to Al-Jarn is the Digital Window for Non-Profit Organizations, an innovative electronic platform that enables licensed non-profit organizations in the UAE to execute all their administrative and financial operations autonomously. This includes updating the data of board members, issuing official certificates electronically, managing accounts and daily operations via a dedicated digital page for each organization, as well as direct linkage with the relevant licensing authorities across the various Emirates of the state. This Window contributes to reducing paper procedures, streamlining daily operational work, and offering an integrated digital experience for the organizations.
He pointed out that the second initiative is the Unified National Platform for the NPO Sector. It represents the central framework for integrating licensing, declaration/registration, and data management systems for public benefit organizations. It includes four interconnected systems: the Institutions Declaration System for registering organizations under the supervision of the Ministry of Community Empowerment; the 'Licensing System', which links the authorized local licensing bodies (in Abu Dhabi, Dubai, Sharjah, Ajman, and Fujairah) within a unified system; the 'Institutional Operation System', which manages the daily operations of the organization such as financial affairs management, human resources, and data updating; in addition to the 'Unified National Register', which contains a central database covering nearly 800 NPOs, providing general information to the public, private information to government entities, and other information that supports the development of social policies at the federal level.
The third digital initiative is the Social Policy Simulation Tool, an innovative interactive tool based on artificial intelligence designed to simulate the impact of social policies in the UAE. This tool is dedicated to policymakers, enabling them to evaluate the immediate impact of any legislative or regulatory change.
The tool is characterized by simulating data from more than 120,000 detailed social cases across five main categories. It allows for modifying variables such as marital status, number of family members, income level, nationality, and health status, and provides immediate scenarios showing the impact of new policies on various groups across all emirates of the UAE. It also supports the development of Social Welfare Programs and improves the efficiency of service delivery.
Al-Jarn highlighted that all social support applications are now submitted via a unified electronic platform, reducing the response time from 90 days to just 21 days with an automated system that instantly informs the applicant of their request status without human intervention, thereby enhancing transparency and effectiveness.
