Licensing of institutions to operate and provide services for persons with disabilities 'People of Determination'. These services include: - Early Intervention Services: Educational, therapeutic, supportive, and rehabilitative services for children from birth to 6 years of age with disabilities, developmental delays, or at risk of disability. - Integrated Service: An educational and therapeutic service with a system designated for persons with disabilities on a school attendance pattern for ages 4 to 18 years. - Vocational Rehabilitation Service: Specialized services in training, rehabilitation, employment, and follow-up for ages 16 to 35 years. - Life Skills Service: Training on specific skills commensurate with the nature and degree of disability. - Individual Rehabilitation Therapy Sessions Service: Speech and language therapy, occupational therapy, special education, behavior modification programs, psychological evaluation, and family counseling. - Psycho-educational Evaluation Service: A set of procedures and tests to evaluate intellectual and cognitive abilities to determine the appropriate educational needs.

Documents for the First Stage:
For Individuals:
- Emirates ID.
- UAE Family Book.
- A copy of the academic qualifications.
- Criminal background check certificate (Good conduct certificate).
For Companies:
- A copy of the commercial license issued by the relevant authorities in the country, including the company's. memorandum of association stating its educational or developmental goals.
- Valid residence permits for the company owners.
Documents for the Second Stage:
- Completion of the building inspection form.
- A copy of the land map ("site plan of the institution").
- Location coordinates / Geographical coordinates (if available).
- A copy of the building plan showing the dimensions and measurements of rooms, halls, corridors, and sanitary facilities.
Documents for the Third Stage:
- Details of the center’s director, their qualifications, and a copy of their experience certificates.
- A copy of the title deed if the building is owned by the license applicant, or a copy of the lease agreement.
- A copy of the Department of Economic Development license.
- A copy of the Civil Defense Department license.
