"The donations covered under Federal Law No. (3) of 2021 on the Regulation of Donations include any donations collected from funds of whatever kind, in cash or in kind, movable or fixed, including national currency, foreign currencies, bonds, sukuk and stocks, and whatever their form, including electronic or digital, in order to be disbursed on charitable or humanitarian services or assistance. "
Licensed parties are charitable societies, federal, local, and non-governmental organizations, and institutions whose establishment laws, decrees, or decisions allow them to collect, receive, and provide donations. Given that their primary function is to collect, receive, and provide donations, licensed parties are authorized to engage in any fundraising activities without needing prior approval from the relevant government authority.
Authorized entities are legal persons to whom the competent authority grants the permit in accordance with the provisions of this Law hereof. These entities shall obtain a permit from the competent authority in accordance with the regulations and conditions stipulated in the Law and its executive regulations.

1. Any person who collects or receives donations, gifts, bequests, or grants from any individual or entity outside the State, except in accordance with the regulations and procedures stipulated in the Executive Regulations of this Law shall be punished with imprisonment and a fine not less than two hundred thousand (200,000) dirhams and not exceeding five hundred thousand (500,000) dirhams or one of these two penalties. The penalty is doubled in the event of recurrence.
2. Any person who engages in trading with donated funds, enters into financial speculations or distributes revenues or returns to members or employees of associations shall be punished with imprisonment and a fine not less than two hundred thousand (200,000) dirhams and not exceeding five hundred thousand (500,000) dirhams or one of these two penalties. The penalty is doubled in the event of recurrence.
3. Whoever violates the provisions of this Law or commits any act during the collection, acceptance, or provision of donations that is likely to harm public order, national security, or public morals, incite sectarian, ethnic, racial, religious, or cultural strife, or serves any unlawful purpose under the applicable laws of the State shall be punished with imprisonment and a fine not less than two hundred thousand (200,000) dirhams and not exceeding five hundred thousand (500,000) dirhams or one of these two penalties. The penalty is doubled in the event of recurrence.
4. In all cases, the court shall order the confiscation of the donations collected in violation of the provisions of this Law and the deportation of the foreigner after carrying out the sentence imposed on him.
The law prohibits a natural person from collecting donations from the public due to the difficulty of monitoring and supervising their activities, whether in terms of tracking the sources of donations or the beneficiaries, and to avoid being exposed to fraud, deception, or exploitation.

It is a federal program that provides support to low-income Emirati families to enhance their stability and empower them economically. The program offers specified monthly allowances to the most vulnerable families, in addition to Complementary allowances for beneficiary households.
Social Welfare, eligibility criteria, and calculation methods are regulated by the following key legislation, along with their implementing decisions:
- Federal Decree-Law No. (23) of 2024 on Social Support and Empowerment
- Federal Decree-Law No. (18) of 2025 amending certain provisions of Federal Decree-Law No. (23) of 2024 on Social Support and Empowerment
- Cabinet Resolution No. (57) of 2025 concerning the Executive Regulations of Federal Decree-Law No. (23) of 2024 on Social Support and Empowerment
- Cabinet Resolution No. (58) of 2025 on the Inflation Allowance
- Cabinet Resolution No. (59) of 2025 on the Controls for Disbursing Social Support to the Unemployed
The objectives include:
- Enhancing family stability and ensuring a better quality of life for low-income individuals and Emirati families.
- Expanding allowance categories to keep pace with changes and developments and ensuring flexibility in support amounts by adapting to the beneficiary’s social status, age, and employment situation.
- Encouraging beneficiaries to enter the labor market by offering additional benefits, and motivating their children to excel academically by allocating a high-achievement allowance.
- Promoting a culture of shared responsibility by supporting beneficiaries to join the labor market and play an active and productive role in society.
- Providing social welfare in cases of crises and disasters.

The program provides two types of allowances:
- Basic allowances
- Complementary allowances
There are three basic allowances:
- Basic beneficiary allowance (usually the husband)
- Spouse allowance
- Children’s allowance (granted to children up to the age of 21, or up to 25 if they continue higher education. It ceases upon graduation, marriage, or employment, whichever occurs first.)
They are allowances that are added to the eligible basic allowances and are granted to families benefiting from social welfare and the above-mentioned basic allowances. They include:
- Housing allowance
- Academic excellence allowance for higher education
- Seasonal allowance
The basic beneficiary of the program is any capable individual who is legally responsible for supporting the family, and to whom the allowance is linked. This is usually the husband. In his absence, for example due to death, divorce, or abandonment, the wife becomes the basic beneficiary.
In the case of children under 21 years of age who have no parents or legal guardians, the eldest child in the family becomes the basic beneficiary.
The definition of “family” includes a husband, wife, and children registered under one family book under the husband’s record.
Children are considered part of the family until they reach 21 years of age, or 25 if they continue in higher education, and until they complete their higher education or obtain employment, whichever occurs first. Those enrolled in national service are treated as equivalent.
Children over 21 years of age who remain in the same family record but are not eligible students are treated as separate individuals.
There is no cap on the number of individuals eligible for social welfare.
The housing allowance is a complimentary allowance allocated to families that do not receive government housing support. It is granted in a manner that takes into account the number of family members and their housing and living conditions.
- The basic beneficiary must be at least 25 Gregorian years old.
- Neither the basic beneficiary, nor their spouse, nor any of their children under the age of 21, or those treated as equivalent, may fully own a suitable residential property, or a residential property granted by a federal or local government entity, or a property fully transferred to them through inheritance.
- The family must not be receiving housing financial support from any federal or local government entity, or the support received must be less than the prescribed housing allowance in accordance with the applicable regulations and provisions.
- The beneficiary must not be residing in housing provided by their employer, or by the employer of any family member benefiting from social welfare.
Note: A property under construction is not considered a residential property. Likewise, vacant land owned by the beneficiary, or by any co-beneficiary under the social welfare program, is not considered a residential property.
It is a complementary allowance granted to the children and siblings of social welfare beneficiaries who demonstrate outstanding academic performance in higher education. The value of their allocated allowance is increased to encourage them to continue their studies and maintain distinguished academic achievement.
To be eligible, the student must:
- Be residing within the UAE and benefiting from social welfare with their family.
- Be officially enrolled in a public or private higher education institution recognized by the Ministry of Higher Education and Scientific Research.
- Be registered as a full-time undergraduate student pursuing a bachelor’s degree.
- Have achieved a cumulative GPA of 3.3 or its equivalent.
Have completed the academic semester with no fewer than 12 accredited credit hours.

They are primarily non-profit legal entities established to practice one or more Non-Profit organizations activities.
They encompass the social, cultural, scientific, educational, professional, creative, artistic, recreational, and environmental fields, providing humanitarian initiatives and achieving a purpose of righteousness or solidarity.
It is a group consisting of natural persons established for a definite or indefinite period with the intention of practicing one or more non-profit Non-Profit organizations activities.
It is a legal entity established by one or more natural persons for a definite or indefinite period and based on allocating funds to practice one or more Non-Profit organizations activities.
It is a group consisting of at least five (5) associations or civil society organizations that practice similar Non-Profit organizations activities.
It is a fund established by legal persons for a definite or indefinite period to promote solidarity and interdependence among its members.
It is the Ministry's central database for Non-Profit organizations in the State. These associations must register and maintain updated records in accordance with the Ministry's controls and protocols.

- No group or entity may practice any Non-Profit organizations activities unless it has:
- Acquired the necessary licenses from the local authority
- Received approval from the Ministry
- Registered with the appropriate Registry
- Obtained the necessary approvals and permits from the competent authorities that supervise the practice of these activities in accordance with the legislation in force in the State.
- No natural or legal Person may allow the occupancy, rental, or use of any facilities to a Non-Profit organization that is not registered and licensed.
- Branches of foreign Non-Profit organization shall not be granted.
The following requirements shall be fulfilled to establish an association:
- The number of founding members shall not be less than seven (7) members.
- The founding members holding the nationality of the State shall not be less than (70%) of the total number of founding members.
- Persons who do not hold the nationality of the State may participate in establishing associations in accordance with the following controls:
- The number of founding members shall not exceed thirty (30%) of the total number of founding members.
- The founding member should hold no diplomatic status.
- The founding member should hold a valid residence permit in the State for no less than three (3) years.
- The founding member shall be of the legal age in accordance with the legislation in force in the State.
- The founding member shall be of good conduct and good reputation and have no history of imprisonment penalty in a felony or misdemeanor of breaching honor or trust unless he has been rehabilitated.
- The association shall have bylaws in accordance with the provisions of this decree bylaw and Executive Regulations thereof.
- The representative of the temporary committee shall submit the application to the competent authority according to the form prepared for this purpose.
- The following documents must be submitted with the application for the establishment of the association:
- A certified copy of the draft of the association bylaws, approved by the founding members, along with a summary thereof.
- A copy of the minutes of the meeting held by the founders, signed by the attendees and their approval of (the establishment of the assembly and the adoption of the draft association bylaws), the names and details of the members of the association's temporary committee and the mechanism of their election, and any resolutions passed on by the founding meeting.
- A copy of the minutes of the temporary committee's meeting, which shall include the distribution of the administrative positions of its members and the temporary committee's decision to appoint a member to represent them in completing the procedures for announcing and licensing the association.
- A form containing the founders' data, signed and certified by each member.
- Copies of the founding members' passports and Emirates ID cards.
- An official certificate or document proving the residency of the non-national member in the State for a period of no less than three (3) years.
- Letters of recommendation from two (2) founding members for members who do not hold the nationality of the State.
- A personal photograph of each founding member.
