This sector encompasses various public benefit organizations, including nonprofit associations, charitable institutions, unions, and social solidarity funds, all of which contribute to enhancing quality of life, supporting vulnerable groups, and driving social innovation.

Building a foundation that enables third sector institutions to contribute effectively and increase their impact by facilitating the registration of public benefit organizations, enacting and reviewing laws and regulations, developing digital platforms to deliver third sector services efficiently and effectively, and enhancing the third sector database through the unified registry of public benefit organizations.

A Collaborative Approach to Achieve Impact

Strengthening partnerships with third sector institutions to leverage their expertise in responding to opportunities and addressing challenges. This is achieved by supporting these institutions through financial, administrative, and technical assistance to ensure their sustainability, as well as providing awareness programs, training, and capacity-building initiatives to empower them to expand and enhance their ability to create social impact. Additionally, activating partnerships across various sectors contributes to fostering complementaity between the government, private, and third sectors.

A Regulatory Framework that Enhances Transparency

Developing regulatory and oversight frameworks and standards that ensure responsibility, enhance accountability, and reinforce quality standards across all third sector operations. This includes establishing a comprehensive, risk-based regulatory framework aimed at strengthening transparency and accountability, ensuring third sector institutions comply with all safety, security, and financial (FATF) standards, as well as developing mechanisms to evaluate their programs and projects, and formulating performance improvement plans to ensure these institutions achieve their intended goals.

Special Cases Eligible for Social Welfare Program

The Social Welfare Program considers certain beneficiaries’ health conditions and household living situations and defines frameworks according to the following: People of Determination who cannot work, those with health disabilities or chronic diseases that affect their ability to work and low-income individuals with social conditions that affect their ability to work (divorced, widowed, married to foreigners, orphans) according to a social condition assessment.
