Service Conditions and Requirements

Conditions to establish Associations and National Foundations:
1. The number of founding members must not be less than seven (7).
2. At least 70% of the founding members must be UAE nationals.
Non-UAE nationals may participate in founding associations under the following conditions:

Their number must not exceed 30% of the total number of founding members.
To hold a valid Residence Permit in the State for a period of no less than (3) three years.
They must not hold diplomatic status.

3. A founding member must be of legal age in accordance with the applicable laws of the UAE.
4.   A founding member must be of good conduct and reputation and must not have been previously convicted of a felony or a misdemeanor involving dishonesty or breach of trust, unless they have been rehabilitated.
5.   for National Foundations: Minimum one founding member and A minimum financial allocation of five million dirhams is required to establish the institution.
Conditions for Establishing a Social Solidarity Fund
Funds of federal or local government entities, or registered NPO :
1.   The fund must be affiliated with a federal or local government entity, or a registered non-profit organization.
2.   The number of founding members of the fund at the time of establishment must not be fewer than 25 members.
3.   If the affiliating entity is a non-profit organization, it must have no fewer than 100 members.
4.   All members must be employees or staff members of the entity or organization with which the fund is affiliated.
Private Sector Company Funds
The company must have a minimum of 100 employees or staff.
Conditions for Establishing a Union
1.   The union must be formed by at least five non-profit organizations and National Foundation engaged in activities similar to public benefit work.
2.   The ordinary general assembly of each association, or the founders of each non-profit organization, must approve joining the union.
