Apply for a License to Establish a Place of Worship for Non-Muslims

The Ministry of Community Empowerment enables individuals seeking to establish places of worship for non-Muslims in the country to submit a licensing application through the Ministry’s official website, in accordance with the provisions of the UAE Law No. (9) of 2023 on the Regulation of Places of Worship for Non-Muslims and its executive regulations.

Required documents

  • First: Preliminary  Approval stage:

    • A copy of the religious logo or symbol of the house of worship

    Second: Final  Approval stage 

    • A Certificate of Good Conduct (Criminal Record)
    • A copy of the approval from the relevant authorities within the geographical area of the place of worship to be licensed
    • An estimated statistical statement of the number of members belonging to the religion, sect, or creed for which the house of worship is to be licensed and residing within the geographical area of the house of worship
    • The plan and title deed of the land on which the house of worship will be built, or 
    • The plan and title deed of the building to be converted, modified, or used as a house of worship
    • Approved engineering drawings for any required additions to the building, if applicable
    • A copy of the estimated draft budget regarding the costs of establishing and operating the house of worship and the necessary financial resources for this.
