Regulating the establishment and operation of places of worship for non-Muslims by reviewing licensing applications in accordance with the provisions of the UAE Law No. (9) of 2023 on the Regulation of Places of Worship for Non-Muslims and its executive regulations.

Required documents

  • 1.    Preliminary  Approval stage:

    • The logo or religious symbol of the place of worship (if applicable). 

    2.    Final Approval Stage:

    • Certificate of good conduct (criminal status check). 
    • A copy of the approvals issued by the relevant authorities located within the geographical area of the place of worship for which the licence is sought. 
    • An estimated statistical statement indicating the number of members belonging to the religion, denomination, or belief for which the place of worship is intended to be licensed, and who reside within the geographical area of the place of worship. 
    • A site plan and ownership documents for the land on which the place of worship will be established, or the site plan and ownership documents for the building intended to be converted, modified, or used as the premises of the place of worship, along with approved engineering drawings for any required additions to the building, if applicable. 
    • A copy of the proposed estimated budget outlining the costs of establishing and operating the place of worship and the financial resources required for this purpose. 
    • A declaration or undertaking from the owner of the land on which the place of worship will be established, confirming no objection to using the land for the establishment of a non-Muslim place of worship. 
    • A copy of the passport, residency permit, and Emirates ID of each founding member of the non-Muslim place of worship.
