During the World Governments Summit 2026 Shamma Al Mazrui Participates in a Panel Discussion on “Understanding Human Behaviour: Designing for a Changing Demographic Landscape”
Her Excellency Shamma Al Mazrui, Minister of Community Empowerment, participated in a panel discussion titled “Understanding Human Behaviour: Designing for a Changing Demographic Landscape,” held during the World Governments Summit 2026. The session was attended by His Excellency Masagos Zulkifli, Minister for Social and Family Development of the Republic of Singapore, and Professor David Halpern, Behavioral Scientist and Director of the Downing Behavioural Sciences Centre at the University of Cambridge. The discussion focused on how governments can reimagine social welfare systems through a human-centered and behavioral lens.
During the session, Her Excellency emphasized that the UAE is undertaking impactful efforts to strengthen its position as a global leader in social development. Guided by the vision of its wise leadership, the UAE continues to build an advanced and competitive social development ecosystem inspired by the legacy of the late Sheikh Zayed bin Sultan Al Nahyan, may he rest in peace, who placed people at the heart of national development.
H.E. affirmed that the Ministry of Community Empowerment operates under an integrated strategic vision aimed at empowering individuals, activating the role of the non-profit organizations sector, and reinforcing values of shared responsibility and social cohesion. These efforts contribute to building a resilient and collaborative society capable of supporting national progress and sustaining long-term achievements.
Her Excellency also highlighted that the Ministry prioritizes adopting advanced technologies to proactively anticipate the needs and aspirations of service beneficiaries. This includes leveraging intelligent data analytics and advanced AI applications to design more efficient, responsive, and proactive government services. H.E. noted that this approach is grounded in human development and the implementation of policies, programs, and initiatives with measurable and sustainable impact to enhance quality of life across all segments of society.
H.E. further underscored that investing in data and analyzing societal behaviors and needs enhances evidence-based decision-making and enables more effective allocation of resources, allowing social challenges to be addressed with greater efficiency and sustainability. H.E. added that the Ministry continues to advance its services across all sectors in alignment with the UAE Government’s strategic priorities and the objectives of the UAE Centennial 2071, particularly in digital transformation and zero bureaucracy. These efforts contribute to improving government performance, strengthening transparency, and advancing the national social development ecosystem.
