Her Excellency Aisha Yousef, Undersecretary of the Ministry of Community Empowerment, and Her Excellency H.E. Noor Abulhoul, Assistant Undersecretary Social Welfare and Empowerment Sector at the Ministry of Community Empowerment, participated in a high-level roundtable discussion titled “Empowering Through Design: Leveraging Behavioral Science for Transformative Social Welfare Systems” at the World Governments Summit 2026, held from 3 to 5 February.
The session was organized in collaboration with the Behavioral Science Group (BSG) at the Office of Development Affairs at the Presidential Court and brought together a distinguished group of global experts and specialists. The session showcased leading local and international experiences that demonstrate how behavioral sciences can be applied to redesign and enhance social welfare systems, making them more responsive, inclusive, and impactful.
The discussion also highlighted the Ministry’s efforts to support and empower individuals and families through a comprehensive ecosystem of key initiatives, including the Social Welfare Program, the Economic Empowerment Program, and the Entrepreneurship Program. These initiatives provide innovative financing solutions and opportunities to establish small businesses, contributing to financial independence and improved quality of life.
The Ministry’s participation in the Summit reflects its commitment to developing sustainable social policies and programs that place people at the center of development, in line with the UAE’s national priorities and its vision for the future of government work. The World Governments Summit brings together more than 6,250 decision-makers and thought leaders from around the world to shape shared strategies, strengthen international cooperation, and develop innovative approaches that enable governments to address emerging challenges and drive prosperity in a rapidly evolving global landscape
