Support for Non-Profit Organizations

An operational framework that defines the types of institutional support, eligibility requirements, evaluation criteria, and oversight mechanisms — ensuring efficiency and transparency in the allocation of resources.

Objectives

  • Identify the types of support available to non-profit organizations.
  • Clarify the approved terms and criteria for disbursing support.
  • Explain the mechanisms for reviewing eligible cases, follow-up, and required documents.
  • Define the regulatory and financial controls for using the support.
  • State the oversight mechanism and reports related to the use of support.

The First Cycle

In its first funding cycle, the Fund will prioritize applications that respond to current regional developments and their impact on communities across the UAE. The focus is on supporting initiatives that reinforce social stability, strengthen community cohesion, and provide targeted support to individuals and families.

The Fund will support projects in areas such as:

Health and wellbeing

Community development

Individual and family support

NPO capacity building and volunteering

Environment and Animal Welfare

Types of Support

Two types of support:

TYPE ONE: Institutional Support

    An amount disbursed after meeting the conditions and achieving the required criteria, to contribute to the organization's objectives and ensure the continuity of its community activities in line with the approved budget.

AED 50,000 · Disbursed once at establishment

TYPE TWO: Institutional Empowerment

    An amount provided after fulfilling the requirements and achieving the approved criteria, to support the achievement of objectives and ensure the continuity of community activities according to the approved budget.

Up to AED 400,000 · Annually, based on evaluation results

Evaluation applies only to Institutional Empowerment support; Institutional Support is disbursed once conditions are met.

Institutional Empowerment Support Tiers

Support value is determined according to the final evaluation result, within four progressive tiers:

General Conditions and Non-Compliance Procedures

General Conditions
  • The Non-Profit Organization must be declared by the Ministry of Community Empowerment
  • Institutional Support and Institutional Empowerment support may not be combined within the same fiscal year
  • The organization must not have committed major violations (reconsidered once the violation is rectified)
  • Cooperation with audit and evaluation teams, and retention of supporting documents and invoices
  • Support must be spent only for its designated purposes
  • Loss of eligibility if conditions are not met within two years of registration
Non-Compliance Procedures
01 Suspension of future support disbursement
02 Full or partial recovery of the support
03 Referral of the organization to relevant authorities in cases of suspected misuse

Application Criteria

Applications are evaluated by a specialized committee from the Ministry based on three main criteria: organizational capacity, potential impact, and financial feasibility. Shortlisted applicants may be invited to present their proposals as part of the process. All NPOs registered in the UAE, including those licensed by the Ministry of Community Empowerment, local authorities, or relevant free zone authorities, are welcome to apply.
